What is E-Rate?
E-Rate is a program that provides discounts to eligible schools and libraries for telecommunications, internet access, and internal connections.
Eligible applicants
Public or private schools (K-12), libraries, and groups of schools and libraries can apply for discounts on eligible services.
Eligible services
E-Rate funding is available in two categories:
Category One: Data transmission and internet services.
Category Two: Internal connections, such as switches, routers, wireless, and basic firewalls.
The process
The six-step process begins with competitive bidding and concludes with invoicing.

Competitive bidding
File FCC Form 470 for a fair and open bid.
Step 1 details
Select a service provider
Evaluate the bids and weigh cost as a primary factor in choosing a provider.
Step 2 details
Apply for discounts
File FCC Form 471.
Step 3 details
Application review
The process checks for completeness and accuracy and may include questions from reviewers.
Step 4 details
Starting services
File FCC Form 486 and confirm services have started and that you are in compliance with the Children’s Internet Protection Act (CIPA).
Step 5 details
Invoicing
After FCC Form 486 is processed, invoice the Universal Service Administrative Co. (USAC) for the discounted portion of eligible services.
